The Safe Mode problem is most likely due to registry corruption so a Repair Install should hopefully fix it but I would recommend you do not continue to use two AV's. Although it may be hard to believe, you are more likely to get infected when running two AV's than you are with just one.
I installed it ok and then tried a Safe Mode Boot but the problem remains. I have a Windows 98 back-up disk I tried using...
